I agree that the focus is on life-saving or limb-saving or any other emergency situation. In your case, the trust and relationships with the Dr.s was the "best" choice. So the focus on "best" has to do more with what is the "right" choice at the moment!

I recently had an accident and the "best" choice was to do surgery with a Dr. who made time for me 24 hours later late at night, and that is what made him "best" in my eyes, in addition to his reviews!
